There are 2 streams for HK residents to apply for permanent residence:
- Stream A: In-Canada graduates
- Stream B: Canadian work experience
This pathway will be in effect from June 1, 2021, to August 31, 2026.
Stream A: In Canada graduates
Requirements:
- hold a valid passport issued by one of the following:
- Hong Kong Special Administrative Region of the People’s Republic of China
- United Kingdom to a British National (Overseas) as a person born, naturalized or registered in Hong Kong
- Within Canada at the time you apply for and get permanent residence
- have valid temporary resident status (work permit, study permit) in Canada
- intend to live in Canada, in any province or territory other than Quebec
- have graduated from a post-secondary DLI in Canada in the last 3 years before you apply,
- a diploma for a program of at least 2 years
- a degree (associate, bachelor’s, master’s or doctoral)
- a graduate or post-graduate diploma or certificate for a program of at least 1 year and
- with at least 50% of your program completed in Canada (either in person or online)
- Language Score: CLB level 5 / NCIC level 5
Stream B: Canadian work experience
Requirements:
- hold a valid passport issued by one of the following:
- Hong Kong Special Administrative Region of the People’s Republic of China
- United Kingdom to a British National (Overseas) as a person born, naturalized or registered in Hong Kong
- Within Canada at the time you apply for and get permanent residence
- have valid temporary resident status (work permit) in Canada
- intend to live in Canada, in any province or territory other than Quebec
- have graduated from a post secondary DLI in Canada in the last 5 years before you apply,
- a diploma for a program of at least 2 years,
- a degree (associate, a bachelor’s, a master’s or a doctorate)
- a graduate or post-graduate diploma or certificate for a program of at least 1 year
- If you graduated from a post-secondary school outside Canada, you must get an educational credential assessment (ECA). This assessment will show that your studies are equal to a Canadian post-secondary diploma or degree.
- Language Score: CLB level 5 / NCIC level 5
- have worked legally in Canada for at least 12 months full-time, or an equal amount of part-time hours (at least 1,560 hours in total) in the 3 years before you apply.
- Can’t include any hours of work that spent:
- as a full-time student
- self-employed
- working outside Canada
- on leave from your job (medical, parental or similar)
- on an extended absence outside Canada
- unemployed

How to Apply
Apply online through Canada Post epost ConnectTM
- Prepare and send an email includes required information
- After getting confirmation email from IRCC, and an email from Canada Post, create a Account with Canada Post
- Complete application: completed forms, and get all required documents ready.
- Pay the fees online
- Submit application: Upload completed forms and documents to epost account
